The submission places the delivery of education in the Territory in its unusual context of a highly dispersed and diverse population and a highly mobile teaching force. It documents the numbers of schools provided by the Department and provides statistics on participation rates. It summarises the programs established to support education in the Territory. An attachment describes the Bilingual Education Program.

Nambara Schools Council

The Nambara Schools Council submission describes the provision of education to Indigenous children in the Northern Territory Yirrkala, Homelands communities.

It is divided into 3 sections

  1. Affirms the right of Indigenous children to bilingual education using a human rights framework.
  2. Outlines the various government reviews, recommendations and policies into education in the Yirrkala Homelands. It also describes the situation of Homeland children with no access to school education.
  3. Provides a brief history of secondary education in the Homeland communities. It describes the various resources required to provide adequate education to all Homeland children.
